Good plan
I'd say first off, just do it
Don't sit around, think really hard, and get discouraged by yourself
start Something, anything, hopefully the Holy Spirit will guide you to end up where you need to be

If there is no program, or no one to lead a program, and you are willing, then you really can't do wrong

Mylordmysavior, that is key to bringing people in, make them part of the program, let them take ownership, and they will feel that they own it too

I've been to services where the musical accompaniment was just a tape player, and a cheap one at that
it didn't diminish the spirit of worship though, not a bit

If you search your congregation, you will be amazed at the talent you will find within
You may have to really reach out, but I'll bet you will find some great people to work with you in getting your program up and running

I think it don't need too much work
you can organise anything in the church and make a few posters
or you can make it recurring so people keep coming at the same time every singel week or something
